Kaomoji and symbols: recents, localized search, symbols panel

Follow-up ideas from #S593 (from @muleluku):

1. A recently / most used list at the start of the kaomoji tab.
2. Symbol and kaomoji search in other languages, the way emoji search already works.
3. A panel with a selection of Unicode symbols, not only search.
4. Recently used symbols somewhere easy to reach.

Today symbols and kaomoji don't go into the recent emoji on purpose, so 1 and 4 need their own place.
