Swipe on spacebar for cursor seems to go well going up, but then can’t slide it back down?

I'm not able to reproduce this, the cursor moves both up and down with the spacebar long press gesture. Please elaborate or post a video.
It only works within a paragraph of text for me.
When the gesture is invoked on a single line, it does nothing (only scrolling up works then). It also breaks as soon as you scroll out of the paragraph.
@Whiskers9000 video reproduces what I experience. Sorry I will try to get a second device to record it soon.
