Inconsistent Small bar on top of keyboard

Not to be confused with Suggestions bar. I am referring to the tiny small padding on the top of the keyboard.

Steps to reproduce

1. When opening certain (most apps), top bar is missing.
2. Type something or reopen keyboard and top bar appears.
3. Some apps impossible to show the top bar even after using it for a while (For me it’s WhatsApp)

What I expected

Top bar to be always shown when keyboard is launched.

What happened instead

Top bar is shown only after I type and send something / reopen keyboard. Some apps never show the top bar.
