Padding at the top of the keyboard inconsistent

Steps to reproduce

1. Open an app for the first time (make sure it's not running in the background) such as notes
2. Open keyboard, it pops up with 0 padding on top of suggestions
3. Go back to iOS home screen
4. Reopen app
5. Reopen keyboard
6. Now keyboard has padding on top of suggestions

What I expected

Padding should be consistent across the entire OS (no padding looks much cleaner)

What happened instead

Padding appears and disappears based on if it's the first time that you are opening the app or not.

Home screen search (pull down) always has padding.

Sometimes opening an app for the first time from search triggers padding on the app opened (probably because the keyboard stays in memory or something)
